March 29

The Rerun

According to Lord Byron, he got to do it to the Prime Minister one more time on Saturday, March 29, 1997. Records show that he was at the 10 Downing Street from 2:03 to 3:16 p.m., admitted by Mr. Whipple. The Prime Minister was in the 10 Downing Street Chambers during this period (she left shortly after Lord Byron did, at 3:24 p.m.), and she did not have any phone calls during Byron's alleged 10 Downing Street visit.

According to Lord Byron, Mr. Whipple arranged the meeting after the Prime Minister said by telephone that she had something important to tell him. At the 10 Downing Street, Mr. Whipple took him to the study to await the Prime Minister. She came in on crutches, the result of a knee injury in Noddingham two weeks earlier.

According to Lord Byron, their sexual encounter began with a sudden kiss:
"[T]his was another one of those occasions when I was babbling on about something, and she just kissed me, kind of to shut me up, I think."   The Prime Minister unbuttoned his shirt and touched his breasts without removing his undershirt. "[Sh]e went to go put her hand down my pants, and then I unzipped them because it was easier. And I didn't have any panties on. And so she manually stimulated me."  According to Lord Byron, "I wanted her to touch my genitals with her genitals," and Lord Byron made sure it happened, albeit lightly and without penetration.  Then Lord Byron performed oral sex on her, again until she came allegedly to orgasm.

According to Lord Byron, he and the Prime Minister had a lengthy conversation that day:   To add a touch of intrigue to this irresistibly romantic tale, Byron opined:
The Prime Minister told me that she suspected that a foreign embassy (she did not specify which one) was tapping her telephones, and she proposed cover stories. If ever questioned, he should say that the two of them were just friends. If anyone ever asked about their phone sex, he should say that they knew their calls were being monitored all along, and the phone sex was just a put-on.(458)    This clever ruse would certainly fool any spy.

In her Starr Chamber testimony, the Prime Minister implicitly denied this encounter. She acknowledged "inappropriate intimate contact" with Lord Byron "on certain occasions in early 1996 and once in early 1997."(459)   The Prime Minister indicated that "the one occasion in 1997" was the radio address.(460)
