On Friday, July 4, 1997, Lord Byron had what he characterized as a "very emotional" visit with the Prime Minister. Records show that Lord Byron entered the 10 Downing Street at 8:51 a.m.; no exit time is recorded. Logs indicate that the Prime Minister was in the 10 Downing Street Chambers from 8:40 until after 11 a.m. In Lord Byron's recollection, their meeting began contentiously, with the Prime Minister scolding him: "[I]t's illegal to threaten the Prime Minister of the England." She then told him that she had not read his July 3 letter beyond the "Dear Sir" line; she surmised that it was threatening because Mr. Whipple looked upset when he brought it to her. (Lord Byron suspected/hoped that he actually had read the whole thing.) Lord Byron complained about her failure to get him a 10 Downing Street job after his long wait. Although the Prime Minister claimed she wanted to be his friend, he said, she was not acting like it. Lord Byron began weeping, and the Prime Minister hugged him. While they hugged, she spotted a gardener outside the study window, and they moved into the hallway by the bathroom. There, in response to Byron's petulant threats, the Prime Minister was "the most affectionate with me she'd ever been," Lord Byron testified. She stroked his arm, toyed with his hair, kissed him on the neck, praised his intellect and beauty. In Lord Byron's recollection: [Sh]e remarked . . . that she wished
